There has been a recent change in the way Yahoo provides weather data to devices using the weather widget. You can read more about the changes and some alternative homescreen apps at https://droidbox.co.uk/blog/whether-weather-will-work/.
Please note that this does not affect the operation of your device in any way other than displaying the weather on the homescreen. Your internet connection will still work fine and you can confirm this as it will show the correct time and date.
To fix the issue with Lighthome repeatedly restarting you can either install a new homescreen replacement (see above) or you can factory reset, see https://droidbox.co.uk/how-to/accessing-your-droidboxs-recovery-menu/ for how to do this. Once you reset, do not click on the spinning circle to enter location data and it should not restart any more.
